From the perspective of a private network or ISP, this is your connection to the rest of the world, the Internet. You will need to get service from some party that either is or can connect you to a level 3 service provider. There are many ways to quote the cost of these services, typically in symetric MB/second, and this can have different terms for average, peak and total data use as well as adjustments for the balance between upstream (to the level 3 provider) and downstream traffic. At this level, the terms are often pay-to-take, which means everyone pays for the upstream direction and the level 3 providers should reflect this in their terms. End clients that stream data sources are all downstream traffic and will not appreciably add to the traffic based costs of your backhaul.

Backhaul also includes the costs to get from the customer nodes to the backhaul provider nodes. If you are planning a deployment in a region without well developed fiber backhaul assets, you may need either satelite uplinks or new long distance or under water links. Fortunately, most places have some fiber and therefor there is probably excess capacity in the cable (called dark fiber) that can be leased in long term arrangements.
